An office is a different problem from a storefront. The audience is staff, clients arriving for meetings and everybody who drives past on the way in. The entrance and the front elevation carry almost all of the value, and they are worth doing properly rather than spreading the same budget thinly across the whole building.
Nobody wants a lift in the car park at nine on a Tuesday. We schedule around the building's hours, including early starts and weekends, and we clear the site each time we leave it.
